The opportunity

The Planning and Investment Team Leader is a key leadership role responsible for driving strategic planning of the business-technology portfolio, including cost estimation, prioritisation, scheduling, resource planning, delivery monitoring, benefits realisation, and adherence to the IT governance framework.

 

Responsibilities

  • Align business-technology initiatives with organisational strategy, evaluate investment cases, and maintain an integrated portfolio roadmap.
  • Refine and drive the IT Project Management Office (PMO) function.
  • Make IT investment decisions within defined categories, apply a systematic prioritisation approach, and ensure alignment with business objectives.
  • Coordinate governance, monitor delivery and benefits realisation, manage budgets and forecasts, maintain master schedules, and oversee resource allocation.
  • Plan, manage, and monitor IT operating and capital budgets to optimise costs and maximise value.
  • Use cost transparency to identify optimisation opportunities, improving IT cost performance through standards, consumption analysis, and right-sizing.
  • Implement clear cost allocation and chargeback mechanisms that fairly distribute technology costs, ensuring alignment with business usage and services provided.

 

Skills & Experience

  • Bachelor's degree in Business Administration, Computer Science, Information technology or related field.
  • Proven leadership and management experience, including solid managerial role, with strong ability to motivate and inspire teams.
  • Extensive background in technology portfolio management (5+ years) and running technology teams within corporate environments.
  • Excellent communication and presentation skills, adept at simplifying complex data and delivering actionable insights in fast-paced, high-pressure settings.
  • Experience in a government organisation (desirable)
  • Experience in water/utilities sector (advantageous)
