The opportunity
The Project Manager, Project Development is a key member of the Project Development team within Integrated Asset Planning, reporting to the Team Leader, and leads the early development of major infrastructure projects through to the Business Case Part 1 gate. The role is responsible for preparing robust business cases and comprehensive handover documentation to support preferred solutions, while contributing to the implementation of GWW’s capital delivery lifecycle (Portfolio and Project Management Framework) and strengthening organisational capability in business case development and project handover practices. The team delivers projects across all asset types, including water and sewer mains, tanks, pump stations, odour control and recycled water assets, solar and energy initiatives, and treatment plant upgrades. This role also plays an important part in shaping delivery under Greater Western Water’s NextGen transformation as new planning and engineering partners are mobilised to enhance asset delivery capability and capacity.
Responsibilities
- Lead the timely development of Part 1 Business Cases and handover of projects to Delivery, ensuring clear functional requirements, defined next-phase activities, and robust cost estimates, forecasts and schedules aligned with PPMF processes.
- Engage and collaborate with key internal stakeholders to ensure project is meeting required service need, identify and assess project risks that inform scope development, and build strong support for the agreed project pathway and outcomes.
- Build capability across Integrated Asset Planning (IAP) by supporting individual contributors to independently lead business case development, reducing reliance on the Project Development Team.
- Promote strong understanding of project initiation and handover processes within IAP, while supporting and partnering with business case development champions across teams.
- Contribute to continuous improvement to project development processes, incorporating feedback received from stakeholders across the business.
- Contribute to complex cross-team investigations and studies where required.
Skills & Experience
- Demonstrated experience in infrastructure project development and planning. Strong understanding of capital delivery and/or Operations environments (desirable).
- Experience developing network or treatment plant projects for water, sewer or recycled water infrastructure preferred.
- Proven expertise in business case development and writing, supporting sound investment decisions and project outcomes.
- Strong project management capability, including leading complex projects from planning through to handover.
- Effective people leadership skills, with the ability to build capability, influence stakeholders and lead through change.
- Strategic thinking and sound decision-making skills, with the ability to operate confidently in environments of significant uncertainty.
- Degree in Engineering, Economics, Business or relevant industry experience
- Water or utility experience (desirable)
