The opportunity

The PMO Cost Estimator is responsible for providing accurate and reliable cost estimates within Greater Western Water’s (GWW) capital delivery program, supporting Program and Project Managers in developing and maintaining estimates and forecasts across large and complex infrastructure projects. This role plays a key part in enhancing employee capability, uplifting cost and risk management frameworks and tools, and fostering a customer-first, high-performance culture across the Growth & Infrastructure and Strategy & Planning Groups. As an active member of the Infrastructure Investment Partnerships team, the Estimator collaborates with a broad range of stakeholders to ensure the consistent application of strategies, standards, and procedures, while promoting commercial and estimating best practices.

 

Responsibilities

  • Accountable for developing and managing accurate, robust cost estimates across the entire project lifecycle, including evaluation of changes.
  • Analyse estimation performance using internal and external data, developing improvement initiatives, reporting on cost metrics and variations, and identifying opportunities for optimisation across the program.
  • Develop and maintain cost models and databases, verify supplier estimates, and analyse cost data to identify trends and drive cost efficiency.
  • Drive the adoption of cost estimation best practices by developing strategies, standards, and frameworks, while coaching project teams to enhance capability and ensure high-quality, well-managed estimates.
  • Collaborate with internal stakeholders and external partners to align cost estimation processes, ensuring integration with risk, schedule, scope, and change management.

 

Skills & Experience

  • Proven success in applying estimating practices to support project goals and outcomes.
  • Extensive experience and expertise in cost estimating, management, and analysis techniques.
  • Strong ability to plan, perform, and present cost estimates independently using established methods.
  • Skilled in analysing estimate data, drawing project comparisons, and effectively communicating insights.
  • Strong communication, stakeholder engagement, and coaching skills, with the ability to influence and collaborate across all levels, including mentoring project teams.
  • Deep understanding of project and program management methodologies, change delivery, and risk management practices, combined with strategic thinking and analytical capabilities.
  • Proficient in data analysis and reporting using tools like Power BI and Excel, with experience preparing datasets and supporting performance reporting in collaboration with IT.
  • Technical expertise in cost estimation, including labour and equipment rates, engineering and construction methods, and knowledge of market pricing and industry practices.
