The opportunity 

We are seeking an accomplished and strategic leader to join Greater Western Water (GWW) as Head of Procurement & Property, a critical senior role within the Business Services Function and a key member of the Senior Leadership Team. Reporting directly to the Chief Operating Officer (COO), this role provides enterprise-wide leadership of a centralised procurement and property management function, shaping how GWW delivers value, manages risk, and enables its strategic objectives.

 

The Head of Procurement & Property will drive operational excellence, uplift organisational maturity, and ensure compliance with VGPB requirements while delivering measurable value to GWW. The role works at the centre of the business, fostering strong cross‑functional partnerships and building trusted relationships with key external stakeholders to support sustainable, commercially sound outcomes.

 

 

Responsibilities

  • Lead GWW’s enterprise‑wide procurement, contract management, and property management function, acting as Chief Procurement Officer.
  • Develop and deliver sourcing, contract management, supplier, and property strategies that optimise value, manage risk, and support organisational priorities.
  • Ensure compliance with VGPB requirements and effective governance across all procurement and property activities.
  • Oversee complex sourcing, tendering, and contract management processes, including sourcing strategies, RFx development and end‑to‑end delivery.
  • Establish and manage strategic supplier relationships and panels to drive value and performance.
  • Provide strategic advice to the Executive and Senior Leadership Team on investment decisions and third‑party engagements.
  • Deliver cost savings through strategic planning, expenditure analysis, and alternative sourcing opportunities.
  • Oversee significant portfolio of land and building holdings in accordance with DTP policies/guidelines, including development of long term property strategies.
  • Lead the development and implementation of building and land management plans to ensure safe, secure, and compliant workplaces.
  • Partner with OH&S, Security, and internal stakeholders to embed safety, security, and risk management.
  • Lead and develop a high‑performing, collaborative team, driving continuous improvement and capability uplift aligned to GWW’s values and strategy.

 

 

Skills & Experience 

  • Expert knowledge of strategic sourcing, vendor management, contracting, and property management with a strong focus on value, governance, and risk management.
  • Demonstrated expertise in contract and project‑based contract management, particularly in construction and/or technology.
  • Significant commercial acumen across procurement, dispute management, property negotiations.
  • Proven experience building and leading an enterprise‑wide procurement function in a large, complex organisation.
  • Experience operating at senior management level, providing strategic advice and leading high‑performing teams.
  • Demonstrated ability to recruit, develop, and retain a diverse, high‑performing workforce.
  • Strong stakeholder management skills, with a track record of building trusted, long‑term relationships.
  • Highly developed communication skills, including presenting clear recommendations to senior audiences.
  • High level of professionalism, judgement, and integrity, including maintaining confidentiality.
  • Experience as business lead for the design and development of a procurement capability within an Enterprise Resource Planning (ERP) solution.
